Certificates of Origin / Eur 1
An EUR.1 certificate is a document that certifies the origin of goods being exported from one country to another. It’s issued by the customs authorities in the exporting country, and it allows the importer to claim preferential treatment (such as reduced or eliminated tariffs) on the goods when they arrive in the importing country, if there’s a trade agreement in place between the two countries.
In order to obtain an EUR.1 certificate, the exporter must declare that the goods being exported were produced or obtained entirely within the originating country, or that they underwent sufficient processing or transformation within the originating country to qualify for preferential treatment. The certificate must be presented to the customs authorities in the importing country in order to claim the preferential treatment.
A certificate of origin (COO) is a document that simply certifies the country of origin of the goods being exported. It’s sometimes required by customs authorities in the importing country in order to determine the appropriate tariff rates or to ensure compliance with trade regulations. Unlike the EUR.1 certificate, it doesn’t necessarily qualify the goods for preferential treatment, although it can be used as evidence to support a claim for preferential treatment under certain circumstances.
